The 2018 Division Royal Canadian Sea Cadet of the Year, for the Manitoba Division of The Navy League of Canada, was awarded to CPO1 Riley Howels by MGen (Retd) Dennis Tabbernor, on the Manitoba Legislature grounds, during the Royal Canadian Sea Cadet Centennial celebration on June 16, 2018.

Cadet CPO1 Riley Howells began his Cadet career in September 2011 when he joined the Royal Canadian Sea Cadet Corps Transcona. He received the Top Bandsman Award in his first year and Top Junior Cadet in his second and third years. In 2015 he transferred to the Royal Canadian Sea Cadet Corps John Travers Cornwell VC, where in 2017 he was awarded the Cadet of the Year Award. In 2017 he was promoted to Chief Petty Officer First Class and took on the role as the Corps’ Coxswain.

Riley has attended General Training at HMCS Quadra, Basic Musician Course at Penhold Cadet Training Centre, Drill and Ceremonial Instructor Course at HMCS Quadra and Shipwright Course at HMCS Quadra. He spent two years as a Staff Cadet, the last as Basic Drill and Ceremonial at HMCS Quadra. He has obtained his Silver fitness level and has received the Connie Spiro Memorial Proficiency Award and the Navy League Medal of Excellence.

Riley is active in his community, volunteering at his local Legion, helping coach the junior varsity football team and has helped out at the community gardens and Winnipeg Harvest.

Riley is currently enrolled in the Welding Program at Red River College and hopes to join the Royal Canadian Navy as a Hull Technician.
